Neighborhood Stabilization Program (NSP3) Substantial Amendment

The Department of Housing and Urban Development appropriated approximately $1 billion to the Neighborhood Stabilization Program (NSP3) under Dodd-Frank Wall Street Reform and Consumer Protection Act for establishing financing mechanisms for purchase and redevelopment of foreclosed homes and residential properties; for establishing land banks for foreclosed homes; for demolishing blighted structures; or for redeveloping demolished or vacant properties. The City of Toledo has been awarded $3,591,715 of this amount to be used for these purposes. A substantial amendment to the 2010-2011 One Year Action Plan is required and has been prepared explaining the specific activities that will be undertaken by the City of Toledo. The city published a notice in The Toledo Blade on January 31, 2011 and in two additional newspapers on February 2, 2011.  Copies of the substantial amendment have been distributed to all local libraries, the City of Toledo’s Clerk of Council Office on the 21st floor of One Government Center, Department of Development One Government Center, 22nd Floor, the Ability Center of Greater Toledo, 5605 Monroe Street, The Fair housing Center, 432 N. Superior Street, Lucas Metropolitan Housing Authority, 435 Nebraska Avenue, and the Toledo Lucas County Homelessness Board, 1946 N. 13th Street, Suite 437. Citizens, public agencies, and interested parties will have the opportunity to comment on the substantial amendment, during a public hearing scheduled for Wednesday, February 16, 2011 at 2:00 pm in city council chambers.  The public has 15 days beginning on February 9, 2011 to submit any comments to the city for inclusion in the substantial amendment to be submitted to HUD.  Comments can be sent to Ebenezer Osei-Kwame of the City of Toledo Division of Housing One Government Center Suite 1800 Toledo, Ohio 43604 or at ebenezer.osei-kwame@toledo.oh.gov.   A copy of the City of Toledo’s substantial amendment is also posted on the city's website.
