Complaints and Emergency Response

EMERGENCY RESPONSE 

The Division of Environmental Services (DES) through its Emergency Response Program responds to complaints, spills, illegal discharges and hazardous material incidences.  This includes but is not limited to Industrial/Commercial Fires, Hazardous Waste/Chemical Release (air, water, & land), slug releases and discharges, illegal dumping, sewer odors, orphan drums, open burning, industrial noise, general odor, asbestos, and amplified noise.  The Division works with other government agencies by responding to, assessing and remediating environmental issues.  These agencies include:  USEPA, Ohio EPA, United States Coast Guard, Bureau of Criminal Investigation, Local Emergency Planning Committee, Toledo Fire, Health Department, etc. The program’s focus is to maintain safety and prevent harm to human health and the environment.

Reporting Complaints and Spills

Citizens are encourage to call (419) 936-3015 during normal working hours or (419) 936-2020 at night and on weekends. Reports can be sent via e-mail to env.information@toledo.oh.gov. 

Spills and Releases

Hazardous materials, used oil, gasoline, chemicals, paint, mercury, leaking USTs (underground storage tanks), etc.

Odors

Outdoor (ambient) odors usually associated with sewer, natural gas, chemicals, etc.

Orphan Drums

Any quantity of any size or shape container of known or unknown materials with no identified owner and abandoned.

Illegal Discharges

Non-storm water discharges occurring in curbside catch basins, manholes, creeks, rivers, etc.

Illegal Dumping

Construction material, garbage, concrete, yard waste, food grease, sanitary waste, pesticides, process materials, hazardous waste and/or chemicals.

Noise

Industrial, construction, amplified noise, etc.

Open Burning

Outdoor burning of garbage, trash, or salvageable material which does not have required pollution control equipment

Asbestos

Industrial, commercial, and residential (notifications are required)

Air Emissions

Heavy industrial smoke or unusual in color

Environmental Services responds to all reports filed, with no exception. Reports will be immediately investigated when received by our division.
