HOW TO ENHANCE YOUR OPPORTUNITIES
- Register with the City of Toledo Purchasing Division to be on the attached vendor list and receive notification of bid opportunities. Your registered goods and/or services data will also be shared with other City of Toledo departments/divisions.
- Review every Friday go to the City of Toledo web site (www.toledo.oh.gov) and on the main page click "City Bids" in the "Quick Business Links" dropdown menu to review all bid advertisements.
- Get certified as a MBE/WBE with the City of Toledo. This list is used by our departments as well as Toledo Public Schools and other organizations for administering contracts.
- Introduce yourself and your business to the City of Toledo departments and divisions who might need your product or services. Look over our city web site for valuable information and contacts.
- Attend pre-bid meetings even if you are planning to bid as a sub-contractor. This demonstrates an interest in the project and can get you great exposure to prime contractors and positively affect your success.
- Follow up periodically with our office when you receive sub-contracting work. We like to know about your contracting experience on the project.
Purchasing Process
This document is provided to the Employees of the City of Toledo as a manual or "guide" by which to follow or reference when in the business of procuring commodities and/or services and entering into contracts for the City. This is a combination and summary of the Toledo Municipal Code Chapter 187 and various ordinances and Administrative Policies relevant to the purchasing process for The City of Toledo.

Becoming a City Approved Vendor
Vendors wanting to do business with the City of Toledo over $10000.00 can download the Vendor application. Once completed, please either fax, mail or bring in person to City of Toledo, Purchasing Division, One Government Ctr., Ste. 1970, Toledo, OH 43604. This will put you on a list by categories listed on application. When a project comes up, your name shall be pulled to send information on a current bid. Despite application process, it is of the vendors best interest to check the City website every Friday to keep aware of any upcoming bids.

Business Licenses
The City issues licenses covering a broad array of business activities, but not all businesses are required to be licensed. Licensing requirements are established by the Toledo Municipal Code and fall under one (or more) of three categories: general business regulation, consumer health and fire prevention.
Licenses are issued through the City Division of Tax and Treasury, located on the 20th floor of Government Center. Procedural requirements for license issuance vary widely from one type of license to another so contact the Tax and Treasury Office for specifics at 419-245-1662.
Getting Your Tax Compliance Certificate
Chapter 798 of the Toledo Municipal Code requires that a person, firm, partnership, corporation or any other entity, including sub-contractors, that will perform construction work in the City of Toledo demonstrate compliance with City income tax requirements by obtaining a Certificate of Income Tax Compliance from Taxation and Treasury prior to performing work.
In order to be registered, you must complete the questionnaire titled "Tax Form" and return it to Fax #: 419-936-2318. A deposit of $250.00 is required when you register and this deposit is applied to your estimated net profits income tax.
The rate of Toledo municipal tax is 2.25 percent. As an employer you are required to withhold income tax from all compensation paid to your employees while working inside the City of Toledo. You must also pay tax on net profits attributable to Toledo projects. Please call the Taxation and Treasury Division with any specific questions at 419-245-1662 or visit them on the 20th Floor of Government Center.
Qualifying for Neighborhood Projects
The first step you should take is to fill out the attached form titled "Request to Participate in Housing Projects" and fax it to the appropriate individuals listed.
Once you are qualified you will be invited to bid by the Department of Neighborhoods who will provide you with the documents to get you through the procedure.
Upon agreement to the proposed specifications by the property owner, Rehab Technician and Rehab Specialist, three (3) contractors will be chosen at random by the Rehab Specialist or selected by the homeowner to receive invitations to bid. We highly recommend that your subcontractor visit the property to be rehabilitated. You will also receive a set of Inspection Reports from the Division of Inspection to help identify all existing Code Violations. Many of our rehab cases will include some level of lead hazard control. If you are not licensed as a lead abatement contractor, a list will be provided of those available who are able to act as a subcontractor.
The specifications and documents must be filled out properly and returned to the Rehab Specialist in a sealed envelope, by the date and time indicated.
A contractor may be awarded the contract by being the low bidder or in some loan cases by being selected by the property owner. After contractor selection, the Rehab Tech will conduct a walkthrough with the contractor and owner to review and clarify all the specifications.
In order to maintain your status as an approved contractor, you must continue to respond to our invitations to bid, conduct your business your license requires. This includes a Certificate of Insurance indication that your firm has obtained public liability insurance protecting the property owner and the City of Toledo in an amount not less than $1,000,000 per incident of bodily injury or death per claimant, not less than $1,000,000 in aggregate and not less than $100,000 in the event of property damage arising out of the work performed by your firm through our programs. A certificate is required verifying that your firm is protected from claims under Workmen's Compensation and any other employee benefit laws.
